  • HABC meets on the 3rd Wednesday of every month
  • MHA meets on the 1st Tuesday of every month

Jon Turla
HABC Chairman of the Board

Chairman Turla was recently elected as Chairman of the HABC Board of Commissioners. He has been serving on as Vice-President for several years after joining in September 2009. Chairman Turla has been a Brevard County resident since 1978. For the past 19 years, he has been a private mortgage lender. He is currently the President of Florida Association of Mortgage Professionals. Jon Turla was appointed by the Governor of the State of Florida for the term of 09/02/2009 to 06/02/2014 and reassigned to 03/04/2020.

Brian Nemeroff
HABC Commissioner

Commissioner Nemeroff was appointed to the HABC Board in August of 2014. He is an Audit Partner with Berman Hopkins Wright Laham CPAs and Associates, LLP. During his years at Berman Hopkins, he has advanced and applied his expertise in single audits and governmental audits with a strong focus in Public Housing Authorities. Commissioner Nemeroff is a nationally recognized expert at HUD compliance requirements, having helped many housing authorities across the country. He belongs to several professional organizations and currently serves as a Board Member for the Brevard Symphony Orchestra. Brian Nemeroff was appointed by the Governor of the State of Florida for the term of 08/25/2014 to 03/03/2017 and reassigned to 03/04/2021.

Martin Hindsley
HABC Commissioner

Commissioner Hindlsey was appointed to the HABC Board in August of 2014. He is retired from his position as Director of Retail Marketing for the NCR Corporation. Commissioner Hindsley gives back to his community by serving as a corporate representative for United Way and its corporate givers identifying projects in several non-profit agencies for volunteer opportunities. He is the founding member of the Lifelong Scholar Society at Florida Tech and a member of the Satellite Beach Parks and Rec Board. Commissioner Hindsley also serves in several 55+ organizations. Martin Hindsley was appointed by the Governor of the State of Florida for the term of 08/25/2014 to 03/03/2018 and reassigned to 03/04/2022.

Phyllis Principe
HABC Commissioner

Commissioner Principe is a retiree with an extensive professional background. Ms. Principe has been a consultant for Elderly Housing, a Field Human Resource Manager for a large chain of retail stores and has held various administrative positions in the early space program. Sheis a long time resident of Brevard County and has been appointed to numerous County boards. She has also volunteered for non-profit organizations including the elderly, SCAT, Senior centers, Retired Senior Volunteer Program, and Satellite Police Stay By Say Hi Program. Ms. Principe has been serving on the HABC Board since November 2010. Phyllis Principe was appointed by the Governor of the State of Florida for the term of 11/08/2010 to 06/02/2014 and reassigned to 03/02/2018 and reassigned to 03/03/2022.

MHA Chairman of the Board of Commissioners

Chairman Sokola was appointed to the MHA Board of Commissioners in August 2019. He was appointed by the Mayor of the City of Melbourne through August 2023.

Pat Sims
MHA Vice Chairman

Vice Chairman Sims joined the MHA Board in November 2012. She has been a registered nurse for 15 years. Vice Chairman Sims was born and raised in New Jersey, moved to New York for 20 plus years, and during that time period, she visited Florida often. She finally made Melbourne her home and has been a Melbourne resident for five years. Chairman Sims loves calling Melbourne her home and welcomes the opportunity of serving her community by being appointed to the MHA Board of Commissioners. Pat Sims was appointed by the Mayor of the City of Melbourne for the term of 12/09/2016 to 12/09/2020 and reassigned to 12/09/2024.

Glorida Durrant
MHA Commissioner

Commissioner Durrant was appointed to the MHA Board in February 2012. She was born in Jamaica, migrated to Canada in 1981 and relocated to New Jersey in 1983. In 1992, she became a U.S. Citizen. She has both a CNA and Phlebotomy Certificate. Commissioner Durrant also serves as a volunteer in her church and strives to make her community a better place to live. She is currently serving as the Resident Commissioner for MHA. Gloria Durrant appointed by the Mayor of the City of Melbourne for the term of 12/09/2013 to 12/08/2017 and reassigned to 12/09/2021.

Judith Doyle
MHA Commissioner

Commissioner Doyle has served on the MHA Board since January 2006 and Chaired from November 2010 to January 2013. Commissioner Doyle continues to serve on the Board. She considers it an honor and an opportunity to advocate for citizens. She is a retired teacher, and has served on several committees since moving to Melbourne in 1972. She states that “providing good, safe, decent and affordable housing for struggling families and for those who have fallen on hard times remains the major goal of this housing authority. As the Board meets each month, we remain focused on this objective with the hope that our efforts will lead our clientele to the path of improved living conditions and eventual home ownership. Judith Doyle was appointed by the Mayor of the City of Melbourne for the term of 12/09/2013 to 12/08/2017 and reassigned to 12/09/2021. [email protected]

Steve Spragins
MHA Commissioner

Commissioner Spragins joined the MHA Board in February of 2019. After graduating college, Steve moved to Melbourne and opened a title company with his father in 1973. He is a long time Melbourne resident and is an active Board member for both the Rotary and The Henegar Center. Steven Spragins was appointed by the Mayor of the City of Melbourne through February of 2023. [email protected]
